Salientou também que o valor de todos os contratos expressa apenas uma previsão do que podemos pagar e não o que realmente foi pago. Portanto, alega que a Prefeitura não realizou pagamento total dos contratos, apenas quitou os serviços que foram efetivamente realizados.
